På baggrund af Tonight ser det ud til, at David Bowie ikke havde en klar idé om, hvordan han skulle følge platinsuccesen Let's Dance. I stedet for at bryde væk fra den stiliserede pop fra "Let's Dance" og "China Girl", leverer Bowie endnu en plade i samme stil.
